(e) To achieve compliance with paragraph (a) through (d) of this section, administrative or engineering controls must first be determined and implemented whenever feasible. When such controls are not feasible to achieve full compliance, protective equipment or any other protective measures shall be used to keep the exposure of employees to air contaminants within the limits prescribed in this section.

About the author (2006)

ROGER L. BRAUER, PhD, is an inductee of the Safety and Health Hall of Fame International and a Fellow of the American Society of Safety Engineers. He has been a professor of safety engineering for twenty years at the University of Illinois at Urbana-Champaign. Dr. Brauer is also a former vice president of professional development for the American Society of Safety Engineers, and author of six books and numerous papers. He was principal investigator at the U.S. Army Construction Engineering Research Laboratory in Champaign, Illinois, for twenty years.
